On December 20, Chongqing Municipal Party Committee launched annual economic work conference. The main task of that was to summarize the economic work in 2021, analyze the current economic situation and arrange the economic work in 2022. The meeting pointed out that since this year, under the strong leadership of the Party Central Committee, Chongqing has made new strides in economic development and epidemic prevention and control, achieved positive results in high-quality development, integrated into the new development pattern, achieved new breakthroughs in reform and opening up, enhanced welfare to people, expanded a new situation in ecological protection, and realized a good start of the 14th Five-Year Plan. The most fundamental part of the achievement lies in the steering of President Xi and his scientific guidance thought on socialism with Chinese characteristics in the new era. Review of Chongqing’s economic work practice since this year, we are more deeply aware that we must focus on high-quality development, promoting coordinated planning, policy, project implementation.
Next, we should stabilize growth on a more prominent position, actively expand effective investment, promote infrastructure investment, industrial investment for better quality and efficiency, continue consumption rebound, stimulate the vitality of market participates. For industries, we encourage industrial transformation and upgrading, to build leading industries, improve modernization of the industrial supply chain. We should promote scientific and technological innovation, deeply implement innovation-driven development led by big data intelligence, strive for the layout of national strategic scientific and technological forces, strengthen the main position of enterprise innovation, create a good innovation ecology, and accelerate the construction of a scientific and technological innovation centre with national influence. We need to carry out in-depth reform and opening up, align with the policies of the Party Central Committee on reform and opening up, continuously optimize the business environment, and accelerate the construction of a new highland of reform and opening up. For region development, We should focus on the construction of the Chengdu-Chongqing economic circle. Meanwhile, attach more importance of coordinate development of urban and rural areas, especially, between Chongqing metropolitan area, Northeastern Chongqing and Southeastern Chongqing. For ecology and environment, we should increase our efforts to protect the ecological environment, build an important ecological barrier in the upper reaches of the Yangtze River from pollution prevention and control, promote carbon neutral work in an orderly manner. For people, we will strengthen social welfare and stability for common prosperity.
The meeting pointed out that it is necessary to keep the economy running in a reasonable range, continue to expand effective investment, encourage market participates, and enhance the capacity of resource factors. First, to deepen the development of Chengdu-Chongqing economic circle, we should put forward the major plans, projects, platforms, and policies in an effective way. And coordinated development of "one area and two clusters" also requires more efforts, expand its capacity and raise its quality, and promote the ecological priority and green development of northeastern Chongqing and the integrated development of cultural tourism in southeastern Chongqing. To enhance innovation-led development capacity, build first-class innovation parks, cultivate first-class innovation subjects and create a first-class innovation environment. To enhance the overall development of the industrial chain, promote the high-end, intelligent and green transformation of the industry, and promote the synergistic development of intelligent industries, intelligent manufacturing and intelligent applications. We should optimize service industry, financial industry, logistics industry, strengthen the software and information service industry, activate trade and consumption, upgrade cultural tourism industry. We should also promote the revitalization of the countryside in a comprehensive manner and continue urban upgrading. We should keep deepening market-oriented reforms and expanding institutional openness by smoothing open channels, and continue to optimize the business environment for foreign trade and investment. We should coordinate the work of "carbon peaking and carbon neutrality", adjust and optimize the structure of energy, industry, transportation and land use, take strict measures on pollution prevention and control, and coordinate the systematic management. We should promote common prosperity, implement employment priority policies, optimize the income distribution structure and improve public services. In other key areas, we need to prevent and resolve potential risks in pandemics, finance and production safety.
