The next 5 to 15 years will be a critical period for Chongqing to generate new development momentum through science and technology innovation, achieve the goal of promoting high-quality development and creating a high-quality life environment. The "14th Five-Year Plan for Science and Technology Innovation in Chongqing (2021-2025)" released by the municipal government proposes that by 2025, Chongqing will have already founded a regional collaborative innovation system, a framework system and core functions of a science and technology innovation centre, the influence of the Western (Chongqing) Science City will have increased, and a new development plan will be delivered to focus on innovation-driven growth and first-mover advantages, with the aim of making Chongqing a home major scientific and technological achievements and an important source of innovation nationwide. By 2035, Chongqing aims to be a science and technology innovation centre with national influence and international influence.

Setting 13 major development targets for the 14th Five-Year Plan

The Plan sets 13 major development indicators for the 14th Five-Year Plan, including the proportion of social R&D expenditure to regional GDP reaching 2.6%, the number of high-value invention patents per 10,000 population reaching 12, the proportion of strategic emerging industries in industrial output value above the scale reaching 35%, and the proportion of output value of high-tech industries reaching All indicators have reached or exceeded the national average levels.

Active creation of national key laboratories

During the "14th Five-Year Plan" period, Chongqing will establish laboratories to focus on fields including life and health sciences, integrated circuits, the Yangtze River ecology and environment, new materials, material materials and other special advantages. Chongqing will simplify disciplinary and unit barriers, and actively create national key laboratories in big data intelligent computing, financial technology, healthy soil and green agriculture. In addition, the municipality will also create technology innovation centres, manufacturing innovation centres, industrial innovation centres, engineering research centres, clinical medical research centres and other high-end applied research and development platforms to build a technology innovation system with deep integration between industry, academia and research.

Chongqing will also support the development of a number of science and education integration, industry-education integration platforms and frontier science centres, and enhance the supply capacity of scientific and technological innovation in universities. Vigorously introduce and cultivate new R&D institutions with diversified investment bodies, modernized management systems, market-oriented operation mechanisms and flexible employment mechanisms, and strive to reach 300 new R&D institutions by 2025.

Over 45,000 science and technology-based enterprises to be registered by 2025

Focusing on the technological innovation needs of industries such as automotive, electronic information, equipment manufacturing and new materials, leading enterprises will be guided and supported to form innovation consortia by joining forces with upstream and downstream industries, as well as with industry, academia and research institutes. On the other hand, by building a chain cultivation system for science and technology-based enterprises, cultivate and expand the scale of science and technology-based small, medium and micro enterprises, and play an important role in fostering new momentum for high-quality development, so that by 2025, more than 45,000 science and technology-based enterprises will be registered, and the investment in largescale research and development will reach more than 50 billion yuan, and the proportion of those with research and development institutions will reach 50%. In addition, Chongqing will promote the integration and innovation of small, medium and large enterprises, encourage leading backbone enterprises to provide information support and digital, intelligent and industry-wide collaborative solutions for small and medium enterprises, and build a new industrial innovation ecology of innovation synergy, production capacity sharing and supply chain interoperability among small, medium and large enterprises. Give full play to the incentive and guiding role of financial and taxation policies, promote the development of "specialization and specialization" of science and technology SMEs, create "single champions" in niche industries.
