The Office of the Leading Group for the China (Chongqing) Pilot Free Trade Zone issued a Notice on Replicating and Promoting a New Batch of Best Practice Cases in the China (Chongqing) Pilot Free Trade Zone. It released 28 reform cases with strong institutional innovation, good feedback from market, and systematic integration, which better played the role of Chongqing as a pioneer in reform and development, a high ground for open development, and a pioneer in innovative development. The development of free trade pilot zones takes institutional innovation as the core and replicability and promotion as the basic requirement. The cases selected have shown significant results.
The Chongqing Municipal Commerce Commission stated that the Chongqing Pilot Free Trade Zone will replicate and promote a new batch of best practice cases, and focus on upgrading the pilot free trade zone, deepen the five-year improving of navigation, implement greater efforts to pilot, higher levels of opening up to the world, and promote development to a greater extent, form more iconic and leading reform and innovation achievements, and strive to build a leading area for the building of inland open economy.
Exploring Areas
Reform and innovation achievements include investment and trade, government administration, financial openness, logistics hubs, and rule of law building. They focus on coordinated promotion, promote the maturity and improvement of management systems in related fields, and continuously improve the level of openness. They provide a comprehensive experimental platform for reform and opening up, drive the market-oriented, internationalized, and rule of law development of the business environment, and promote Chongqing to accelerate the building of a first-class business environment with higher marketization level, more optimized services, and more standardized administration.
Innovation Subject
Innovations have been seen from key departments such as Chongqing Customs, Chongqing Port and Logistics Office, and the People's Court, of Chongqing Liangjiang New Area (Free Trade Zone) as well as local areas such as Yuzhong, Jiangbei, Jiulongpo, and Lianglu Guoyuan Port Comprehensive Bonded Zone and Xiyong Comprehensive Bonded Zone in Chongqing Pilot Free Trade Zone. Different departments and areas actively carry out differentiated exploration from different fields and dimensions, and the achievements of institutional innovation are more diverse, demonstrating the continuous supplementation and strengthening of the planning, deployment, and construction system of the free trade pilot zone.
System Integration
The new models have been proven effective in optimizing and integrating business, reducing costs and increasing efficiency from various departments. For example, the Chongqing Lianglu Guoyuan Port Comprehensive Bonded Zone has established a company service centre, created an integrated innovation service system, and formed a service mechanism with local human resources and social security bureaus, medical insurance bureaus and other units. This has optimised the business environment, leading to new industrial momentum, and enhancing the sense of gain for companies.
There are also new innovations in practices with small entry points and significant results. For example, Chongqing Customs has pioneered the "domestic railway freight reduction for sea rail inter-modal transportation" model nationwide, promoting cost reduction and efficiency improvement in corridor logistics, and helping the steady development of multi-modal transportation in the New Western Land-sea Corridor. The Liangjiang New Area (Free Trade Zone) Court, in collaboration with the Chongqing Municipal Commerce Commission, has established a "Judicial Empowerment into Free Trade" working mechanism, actively connecting with the judicial needs of enterprises in the free trade pilot zone, and preventing and resolving legal disputes among companies from the source.
Copy and Promotion
There are already experiences and practices that can be widely used for reference. For example, the Yuzhong area has taken the lead in launching a new model of "certificate and license joint processing", optimizing the traditional certificate and license series approval into "one-stop acceptance and parallel approval", continuously reducing links, materials, time limits, and movement, and providing high-quality and efficient admission and operation full cycle services for business entities. It has created a retail pharmacy risk warning platform, connecting the three ends of handheld supervision, handheld pharmacies, and regulatory PCs, integrating risk perception, risk analysis, and risk disposal, to achieve intelligent upgrading of drug supervision.
Other unique innovations include the Jiangbei Free Trade Zone becoming a key area for the construction of the national intellectual property operation service system. This utilizes intellectual property financial services, establishes intellectual property venture capital funds, and assists in the export of key technologies and products such as large-scale low-temperature refrigeration systems nationwide.
