Chongqing Qianjiang High-tech Industrial Development Zone
Chongqing Qianjiang High-tech Industrial Development Zone, formerly Chongqing Zhengyang Industrial Park, was established with the approval of the Chongqing Municipal People’s Government. It was founded in early 2003 and designated as a municipal-level high-tech zone in October 2021. As the first municipal-level high-tech zone and the first specialised industrial park in southeastern Chongqing, it plays a central role in Qianjiang’s efforts to develop an industrial hub and innovation centre for the region. It is also a key platform for advancing the “Strong Industry, Strong City” strategy and promoting integrated urban-industrial development.
The zone is currently home to 179 industrial and trading enterprises, with over 110 under refined management. More than 90% of these are privately owned. It leads all development zones in southeastern Chongqing in terms of high-tech enterprises, with 45 in total. The zone also includes 27 specialised and innovative enterprises, one national-level “Little Giant” enterprise, seven municipal-level technology centres, and one national-level technology incubator.
In 2024, total output from large-scale industrial enterprises reached RMB 11.24 billion, up 20.8% year-on-year. Total industrial tax revenues stood at RMB 350 million, a 52.2% increase. In the manufacturing sector, output per mu reached RMB 2.246 million, added value per mu RMB 370,000, and tax per mu RMB 72,000 — year-on-year increases of 36.1%, 18.9%, and 50.9% respectively.
Location Advantages
Located in the Qianjiang New Town industrial zone, Qianjiang High-tech Zone connects to the old town through the Zhengyang, Zhoubai and Xinqian tunnels, giving it strong aggregation and outreach capacity.
Transport and logistics are highly efficient, supported by a multi-modal system comprising one airport, three railways, and four expressways. The zone also hosts several regional centres, including the Zhengyang Modern Logistics Base, an 800,000-tonne railway bulk cargo terminal, and Qianjiang Customs. It benefits from multiple overlapping national strategies, including the Western Development Programme, the Chengdu-Chongqing Twin-City Economic Circle, and the New International Land-Sea Trade Corridor.
Functional Facilities
The zone spans 10.62 square kilometres across the Chengnan, Zhengyang and Fengjia subdistricts and follows an integrated industry-city development model. Infrastructure and support facilities are comprehensive, with more than RMB 11 billion invested in infrastructure by the end of 2024.
A backbone road network of 120 kilometres has been built, including Yuanqu Road and Xinqian Avenue, alongside 230 kilometres of utility pipelines. Around 270,000 square metres of standardised factory buildings and three sewage treatment plants have been completed. The zone can fully meet requirements for utilities such as water, electricity, gas and telecoms, as well as services in administration, education, healthcare and more. It offers a low-cost environment for financing, land use and institutional transactions.
Industrial Layout
The zone follows a “One Core, Three Districts, Five Parks” layout and is developing a modern industrial system built around one leading industry, two specialised sectors and one supporting sector.
New materials form the zone’s primary industry. Cigarette production (and its supply chain) and food/agricultural processing are key specialised sectors, while productive services form the supporting base.
The Qianjiang Cigarette Factory’s relocation and technological upgrade is progressing quickly, boosting the sector’s scale and strength. The new materials industry — led by companies such as Lvsheng New Materials, Sanlei Glass Fibre, and Qianrui Manganese — is growing rapidly, with focus on building full industrial chains for glass fibre, aluminium, and alloys.
Enterprises like Pengjiang Food, Zhengsheng Food, Weimei Carpet and Huashen Silk are driving fast growth in the food and agricultural processing sector. Biomedicine, represented by firms such as Kerui Nanhai Pharmaceutical and Hengsheng Capsule, is also emerging as a strong performer.
