Notice on strengthening services for foreign-funded enterprises

Recently, the general office of the ministry of commerce issued the notice focusing on stabilizing foreign investment and effectively preventing and controlling the epidemic. As follow is the main requirements of the Notice:  

1.Support foreign-funded enterprises return to work.According to the unified arrangements of the local government under prevention and control of epidemic, related local department shall assist in the preparatory work for return-to-work of enterprises, especially, enterprises producing anti-epidemic supplies. For foreign-funded enterprises producing protective equipment such as medical protective clothing, masks and goggles, they shall arrange special affairs in accordance with the unified deployment, promptly organize the resumption of production and try their best to meet the demand. And assist enterprises in purchasing necessary anti-epidemic materials for internal prevention and control of epidemic; ensure labor supply to meet the demand for the resumption of production and employment of enterprises; solve the difficulties in the resumption of production of enterprises. 

2.Strengthen services for major foreign-funded projects.Closely follow up the progress of major foreign-funded projects, promote investment cooperation. 

3.innovation and optimization of investment.Due to personnel flow impeded by epidemic, commercial departments should give full play to Internet platforms, integrate all kinds of investment resources, promote investment through online negotiation, video conference, online contract signing, and make full use of the platform of national and local overseas investment promotion agencies to advertise the investment environment and investment projects.

4. Targeted support regarding to various conditions.Commercial departments shall strengthen communication and coordination with local departments of market supervision, build the foreign investment information reporting system, to ensure on-time, accurate, detailed information reported; focusing on the different impacts of the epidemic on various foreign-funded enterprises, and take precise and targeted measures to help enterprises in difficulties.

5. Constantly improving the business environment.Commercial departments shall comply with the law on foreign investment, other regulations and policies, strengthen publicity and interpretation, and create a more stable, fair, transparent and presumptive investment environment. Commercial departments shall follow up the various policies recently introduced by the state and local government to stabilize employment, and instruct foreign-funded enterprises with policies in fiscal, financial, tax, social security, employment and government procurement to relieve difficulties, minimize the impact of the epidemic.
