I. Application Conditions
1. Requirements for actual investment delivered:
(1) Investment of more than $500,000 in Chongqing.
(2) The total investment of more than $2 million in China.
2. Time limit for stable investment: 3 years.
3. Tax requirements: keep a good tax-paying record.
The foreign spouse and unmarried children under the age of 18 of the investors who meet the prescribed conditions can also apply for a residence permit.
II. Application Documents
1. Investors shall submit the following materials:
(1) Valid foreign passport and visa;
(2) Certificates of health issued by health quarantine organizations appointed by the Chinese government or medical institutions outside China recognized by Chinese embassies or consulates in those countries; Notice: The health certificate is valid for 6 months from the date of issuance.
(3) No-crime records outside China approved by Chinese embassies or consulates (nationality states and countries and regions where they have lived consecutively for more than two years). Notice: No criminal record is valid for 6 months from the date of issuance.
(4) Two recently taken two-inch, bare-headed, full-faced colour photos and its optical disk version; Notice: Submit the photos complying with the standard Guideline for Photos Taken for Exit-entry Certificate.
(5) Personal resume; Notice: Specify the work units, work addresses and residence addresses since the age of 18.
(6) Business license of enterprise legal person and annual report certificate; Notice: The certificate shall be valid for 3 consecutive years before the date of application.
(7) Approval certificate of foreign-invested enterprise; Notice: The name of the applicant shall be clearly indicated in the column of investor name.
(8) Joint annual report certificate; Notice: The certificate shall be valid for 3 consecutive years before the date of application.
(9) Capital verification report; Notice: The capital verification report is a report issued by an accounting firm under the condition that the enterprise is registered for the first time or that the registered capital changes. The report may not be provided for 3 consecutive years, but the content stated in the report shall indicate that the investment has been stable for 3 consecutive years before the date of application, has reached the prescribed investment amount standard, and has been in place.
(10) Individual duty-paid proof issued by tax authorities; Notice: The taxation time shall be 3 consecutive years as of the application date.
(11) Investors of government-encouraged enterprises with foreign investment should provide project approval certificates issued by the government or the certificate issued by the provincial authorities that the enterprise is a foreign-invested enterprise encouraged by the State. Notice: The certificate shall be valid for 3 consecutive years as of the application.
2. The foreign spouse shall submit the following materials:
(1) Valid foreign passport and visa;

(4) Two recently taken two-inch, bare-headed, full-faced colour photos and its optical disk version; Notice: Submit the photos complying with the standard Guideline for Photos Taken for Exit-entry Certificate.
(5) Personal resume; Notice: Specify the work units, work addresses and residence addresses since the age of 18.
(6) Marriage certificate and the registered identity cards for marriage; Notice: In case the evidentiary material has been provided by the corresponding overseas organization, it is required to be authenticated by Chinese embassy and consulate in foreign countries and submitted after being translated into Chinese by a qualified translation company.
3. Foreign children under 18 shall submit the following materials:
(1) Valid foreign passport and visa;
(2) Three recently taken two-inch, bare-headed, full-faced colour photos and its optical disk version; Notice: Submit the photos complying with the standard Guideline for Photos Taken for Exit-entry Certificate.
(3) Proof of parent-child relationship and the registered identity cards of parents; Notice: In case the evidentiary material has been provided by the corresponding overseas organization, it is required to be authenticated by Chinese embassy and consulate in foreign countries and submitted after being translated into Chinese by a qualified translation company.
(4) The marriage certificate and the registered identity cards of parents; Notice: In case the evidentiary material has been provided by the corresponding overseas organization, it is required to be authenticated by Chinese embassy and consulate in foreign countries and submitted after being translated into Chinese by a qualified translation company.
(5) Those whose parent(s) has(have) a Chinese nationality at the time of their birth shall firstly undergo nationality certification.
Ⅲ. Tips
1. Overseas Chinese are required to submit the following documents: Certificate of household registration cancellation, last Chinese passports, first foreign passports and certificates of naturalization.
2. It is required to complete accommodation registration of foreigners at the place of accommodation before application.
3. In case the evidentiary material has been provided by the corresponding overseas organization, it is required to be authenticated by Chinese embassy and consulate in foreign countries and submitted after being translated into Chinese by a qualified translation company. A photocopy of the business license of the translation company shall also be provided.
4. To print a Chinese name on the Permanent Residence Identity Card for Foreigners, the Overseas Chinese shall indicate “Chinese names shall be printed during certificate making” in “other matters requiring clarification” on the application form.
5. The originals of the application documents shall be submitted for inspection, with 3 copies (A4) reserved.
Ⅴ. Charging Standard:
(1) Application fee: 1500 yuan;
(2) Permit fee: 300 yuan.
