Chongqing Lianglu Guoyuan Port Comprehensive Bonded Zone (formerly Chongqing Lianglu Cuntan Bonded Pork) is a special customs supervision area approved by the State Council on November 12, 2008.
It is the only comprehensive bonded zone in inland China which has both an airport and river port leading to ocean routes. It is one of two special customs supervision areas, the other being Suzhou, piloting trade diversification models, and the main driver for undertaking the China-Singapore demonstration project cooperation. It is the core area of Chongqing Pilot Free Trade Zone, an important window for opening-up, and an important functional block of the Liangjiang New Area. The planned area of the customs special supervision area is 6.49 sqkm, including 5.71 sqkm in the airport area and 0.78 sqkm in the Guoyuan Port area. The comprehensive land allocation outside the area is about 27 sqkm.
Free Tax+Intelligent Manufacturing
Building a billion level intelligent terminal industry cluster. Chongqing has successively introduced four key intelligent manufacturing companies, including Pegatron, Wistron, Compal, and Compal Smart Devices, covering multiple recognized international brands such as Acer, Asus, HP, Dell, LG, and Apple. It has introduced new products such as desktop computers, all-in-one computers, intelligent wearable products, smart tablets, and smart electronic pens, and the proportion of non laptop products in production has increased to 60%. It is also the first to operate global maintenance services. Chongqing has taken the lead in realizing the self-sustaining factory buildings of three companies from Taiwan Province, with these accounting for 75% of the total production area.
Free Tax+New Services
Based on the "bonded+" strategy, Chongqing will promote the innovative development of new services and conduct the first national bonded goods display and trading within the bonded area. The innovative model will be replicated and promoted in free trade zones nationwide. It will also take the lead in carrying out bonded aircraft leasing in the third batch of free trade pilot zones nationwide. Chongqing is the first to achieve bonded warehousing business for imported whole vehicles. The exploration of cross-border e-commerce services such as "front store and back warehouse+fast delivery", "cross-border export", "cross-border B2B export", and "return center warehouse" has a demonstration role in western China. Chongqing is also the first to implement bonded maintenance services, aviation engine testing, and component maintenance.
Free Tax+Modern Logistics
Chongqing has completed the layout of an international logistics park with an area of 3.74 sqkm both inside and outside the bonded area. The world's top five logistics investors are now based in the comprehensive bonded zone, introducing 10 comprehensive logistics platforms such as Goodmans of Australia and Prologis of USA, as well as 76 international and domestic logistics companies. Chongqing has built a storage area of approximately 2 million square meters (1 million square meters both inside and outside the bonded area), and has taken the lead in implementing integrated supervision and operation of bonded and non bonded logistics in the national customs special supervision zone. It is now the largest modern logistics base in western China.
