Chongqing has become the first city in China to have five types of national logistics hubs, including water port, land port, airport, and production services and commercial services hubs.
Open Economy
The total amount of foreign trade and actual use of foreign investment in Chongqing ranks among the top in western China. In the first three quarters of this year, the Chongqing’s automobile exports increased by 50.3%, with a total of 319 Fortune 500 companies in Chongqing.
Open Platform
The China-Singapore Connectivity Initiative has become a landmark project of the "Belt and Road", and has signed 280 government and commercial cooperation projects with a total amount of 25.65 billion USD, 259 financial service projects with a total amount of approximately 30.62 billion USD;
The Chongqing Pilot Free Trade Zone has accumulated 147 key institutional innovation achievements, of which seven have been duplicated and promoted nationwide;
The leading and driving role of platforms such as Liangjiang New Area and Western Science City of Chongqing High-tech Industrial Development Zone continues to strengthen;
Chongqing has become the inland city with the largest number and most diverse types of functional ports in China.
Vision 2027
Chongqing will focus on the overall goal of accelerating the construction of inland open economy, and four functional goals: building inland international logistics hub and port economy, building high-level open platform, building demonstration zone for high-quality development of an open economy, and building a leading international business environment model. Chongqing will accelerate the implementation of 12 key tasks and strive to achieve "four significant leaps" by 2027.
Building Inland International Logistics Hub and Port Economy
By 2027, strive to achieve an annual operating volume of over 5,000 rail-sea intermodal freight trains and China-Europe freight trains (Chengdu and Chongqing) through the New Western Land-sea Corridor. The freight volume and value through the Corridor will increase by more than 15% annually, with a port cargo throughput of over 270 million tons and 120 international and regional routes.
Building Demonstration Zone for High-quality Development of Open Economy
By 2027, strive to achieve a total of 1.1 trillion CNY in foreign trade imports and exports, with high-tech product exports accounting for over 65% and service trade reaching 160 billion CNY, 335 Fortune 500 companies, and the actual use of foreign investment increase by about 10% annually.
Building High-level Open Platform
By 2027, strive to achieve an average annual cross-border financing amount of over 1 billion USD for the China-Singapore Connectivity Initiative, with a total of 230,000 market entities and 168 key institutional innovation achievements in Chongqing Pilot Free Trade Zone.
Building International First-class Business Environment Model City
By 2027, strive to achieve a cross-border Renminbi settlement volume of 330 billion CNY and an annual number of over 5 million inbound and outbound personnel.
Accelerate Construction According to "1135" Plan
Since its establishment, the Chongqing Pilot Free Trade Zone has adhered to the core of institutional innovation and the basic requirement of duplication and promotion, promoting the comprehensive implementation of various reform pilot tasks. Next, the Chongqing Pilot Free Trade Zone will follow the "1135" promotion plan, fully implement the strategy of upgrading the pilot free trade zone, and make every effort to create a new open economy of reform and opening-up in the new era.

The China-Singapore Connectivity Initiative is one of the major platforms for Chongqing to accelerate the construction of open inland economy. In recent years, Chongqing and Singapore have been working together to promote positive progress in the Initiative.
